Served in Bristol, Chipping Campden, Chipping Sodbury, Stroud and Cheltenham.

16th February 1888 stopping two men whose actions were suspicious carrying a bag containing a new pair of boots stolen from a warehouse in St George. The men were subsequently committed for trial having been previously convicted. A very creditable case Police Constable Phelps is promoted to the 2nd Class from the 1st inst. 17th February Henry Christian.
25th June 1903 complimented by the chairman of quarter sessions for smartness in effecting the arrest of 4 foreigners for stealing an automobile watch, 2 motor car lamps from His Grace the Duke of Beaufort at Badminton. Great credit is due to Superintendent Phelps in this case. 26th June 1903 Henry Christian.
13th July 1920 applied for and given permission to marry.
Pensioned 31st October 1920.
Died 12th August 1939.
